Hillary: Wants to get rid of gas tax, thinks Americans don't think about consequences of actions. (see also: Iran)
Obama: Notes that the government loses, Exxon-Mobil wins. Taxpayers keep 37 cents per day.

Taxpayers
Don't even keep the 37 cents because the oil/gas are inelastic. Demand stays the same and the market reprices gas sans tax at the most favorable rate. The consumer pockets nothing.
